Propuesta de rebaja fiscal para la rehabilitación de edificios

En rueda de prensa, la vicepresidenta segunda y ministra de Economía y Hacienda, Elena Salgado, explicó que la propuesta del Gobierno incluye una deducción “extraordinaria” de un 10% sobre el coste de las obras de rehabilitación de las viviendas que estén destinadas a la mejora de la eficiencia energética, a la renovación de los suministros y a la accesibilidad de las personas con movilidad reducida.

Según apuntó Salgado, esta reducción tendrá un límite de 12.000 euros y podrán acceder a ellas las personas con rentas inferiores a los 33.007 euros. El plan se aplicará a las obras que comiencen antes del 31 de diciembre de 2012.

También explicó que se aplicará el IVA reducido, que en la actualidad es del 7% y a partir de julio pasará a ser del 8%, en todas las obras de rehabilitación de viviendas, no sólo en las destinadas a estos fines.

La vicepresidenta avanzó que la propuesta del Ejecutivo propone también la creación de un plan especial para la rehabilitación energética de 2.000 edificios públicos (1.000 del Estado y otros 1.000 de las comunidades y ayuntamientos), que permitirá dar empleo a los parados de la construcción en una actividad “conexa” a la que venían realizando, a la vez que se mejora “nuestra eficiencia energética”.

Además, el Gobierno propone “ampliar al máximo” el concepto de rehabilitación de una vivienda para aumentar el número de obras que podrían acceder al IVA reducido.

Preguntada sobre si el Gobierno estaba volviendo a apostar por el sector de la construcción y sobre si ese tipo de medidas van encaminadas hacia una economía sostenible, Salgado respondió que “es más sostenible rehabilitar que construir, sobre todo cuando nuestro parque de vivienda tiene más de 30 años de media”.

Asimismo, añadió que el Ejecutivo “quiere acabar con la especulación en el ladrillo, no con el ladrillo”, por lo que dejó claro que el sector de la construcción “va a seguir siendo importante para el país”.

Los populares reclaman la autoría de dicha propuesta, dado que, desde hace meses, vienen exigiendo en el Parlamento que se rebaje el IVA para determinados servicios de mano de obra. También proponen que, al tiempo, se derogase la subida del IVA general prevista para junio y se aprobasen bajadas de impuestos selectivas.
